APPROVE and AUTHORIZE the Employment & Human Services Director, or designee, to
execute a contract with Martinez Early Childhood Center, in an amount not to exceed
$121,500 to provide Head Start Program Enhancement services for the term July 1, 2009
through June 30, 2010.
FISCAL IMPACT:
Funds included in Department’s FY 2009-10 budget.
Grant source is Administration for Children and Families (Head Start Program).
No County costs.

BACKGROUND:
Contra Costa County receives funds from the Administration for Children and Families
(ACF) to provide Head Start program services to program eligible County residents. The

BACKGROUND: (CONT'D)
16, 2008. The Department, in turn, contracts with a number of community-based
organizations to provide a wider distribution of services. Approval of this contract will
allow the provision of Head Start services to forty-five (45) program eligible children
through June 30, 2010.
CONSEQUENCE OF NEGATIVE ACTION:
CHILDREN'S IMPACT STATEMENT:
The Employment & Human Services Department Community Services Bureau supports
three of Contra Costa County’s community outcomes - Outcome 1: “Children Ready for and
Succeeding in School,” Outcome 3: “Families that are Economically Self-sufficient,” and,
Outcome 4: “Families that are Safe, Stable, and Nurturing.” These outcomes are achieved
by offering comprehensive services, including high quality early childhood education,
nutrition, and health services to low-income children throughout Contra Costa County.
