APPROVE and AUTHORIZE the Employment and Human Services Director, or designee,
to execute a contract amendment with the City of Richmond to provide Transitional
Housing Assistance for Emancipated Youth, effective June 9, 2009, to increase the payment
limit by $35,000 to a new payment limit not to exceed $121,400 with no change in the term
of July 1, 2008 through June 30, 2009 .
FISCAL IMPACT:
No County Costs: $121,400; 100% State Transitional Housing Program - Plus Funding
BACKGROUND:
The City of Richmond provides Transitional Housing Program – Plus support services to
emancipated foster youth up to age 21 who have been referred by the Independent Living
Skills Program (ILSP) staff. AB427 enabled the State to announce the availability of THP –
Plus funds to counties who were interested in providing transitional housing services to
emancipating foster youth. The State THP – Plus program funding provides for 100% cost
reimbursement

originally anticipated under this contract, this amendment increases the payment limit to

CHILDREN'S IMPACT STATEMENT:
This contract supports all five of the community outcomes established in the Children’s
Report Card: 1) “Children Ready for and Succeeding in School”; 2) “Children and Youth
Healthy and Preparing for Productive Adulthood”; 3) “Families that are Economically Self
Sufficient”; 4) “Families that are Safe, Stable and Nurturing”; and 5) “Communities that are
Safe and Provide a High Quality of Life for Children and Families”, by providing safe
housing and support to assist youth while transitioning from foster care to independent
living.
