HomeMy WebLinkAboutMINUTES - 06232009 - C.81RECOMMENDATION(S): APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract amendment with Lutheran Social Services of Northern California, effective June 9, 2009, to decrease the payment limit by $65,000 to a new payment limit not to exceed $229,000 with no change in the term of July 1, 2008 through June 30, 2009 to provide Transitional Housing Assistance for Emancipated Youth. FISCAL IMPACT: No County Costs: $229,000; 100% State Transitional Housing Program - Plus Funding BACKGROUND: Lutheran Social Services of Northern California provides Transitional Housing Program – Plus support services to emancipated foster youth up to age 21 who have been referred by the Independent Living Skills Program (ILSP) staff. AB427 enabled the State to announce the availability of THP – Plus funds to counties who were interested in providing transitional housing services to emancipating foster youth. In order to reflect budget modifications resulting from less youth served than originally anticipated under this contract, this amendment decreases the payment limit to Lutheran Social Services of Northern California for FY 08-09. (#19-377-5) CONSEQUENCE OF NEGATIVE ACTION: CHILDREN'S IMPACT STATEMENT: This contract supports all five of the community outcomes established in the Children’s Report Card: 1) “Children Ready for and Succeeding in School”; 2) “Children and Youth Healthy and Preparing for Productive Adulthood”; 3) “Families that are Economically Self Sufficient”; 4) “Families that are Safe, Stable and Nurturing”; and 5) “Communities that are Safe and Provide a High Quality of Life for Children and Families”, by providing safe housing and support to assist youth while transitioning from foster care to independent living.
