APPROVE and AUTHORIZE the Conservation and Development Director, or designee, to
execute a contract with Impact Sciences in an amount not to exceed $29,304 to provide
services to complete the Seal Island Residential Project Initial Study/Mitigated Negative
Declarationfrom November 29, 2008 to March 11, 2010 .
FISCAL IMPACT:
None to the County General Fund. The cost is covered by the revenue received from the
land development application fees.
BACKGROUND:
The environmental document is for a pending application for a General Plan Amendment,
Rezoning, Final Development Plan and Subdivision on a 5.5-acre site near the end of
Central Avenue in the Vine Hill area. The Seal Island residential project consists of
subdividing one parcel into 22 single-family lots. To assist staff in preparation of an
environmental document, the County entered into a contract with Impact Sciences, an
environmental consultant. The project is not yet complete, and there is a continuing need for
additional funds and services by Impact Sciences for the completion of the Initial
