APPROVE and AUTHORIZE the County Administrator, or designee, to execute a contract
with Community Violence Solutions in an amount not to exceed $126,565 for the Rescue &
Restore Victims of Human Trafficking Regional Program, Federal Grant Award Number
90ZV0080, for the period May 1, 2009 through April 29, 2010. (CFDA Number 93.598)
FISCAL IMPACT:
100% Federal grant funds. No County match required.
BACKGROUND:
On May 8, 2009 the County was notified of its $226,000 grant award under the Rescue and
Restore Victims of Human Trafficking Regional Program funding from the U.S.
Department of Health and Human Services, Administration for Children and Families,
Office of Refugee Resettlement. Building on the work of the U.S. Department of Health and
Human Services (HHS) Rescue & Restore Victims of Human Trafficking campaign, which
began to establish local anti-trafficking coalitions, the Office of Refugee Resettlement
(ORR), in the Administration for Children and Families (ACF)

BACKGROUND: (CONT'D)
within HHS, seeks to continue and expand its efforts through regional grantees that will
serve as focal points for an intensification of local outreach to and identification of victims
of severe forms of trafficking in persons.
The County will utilize this funding for outreach, identification, support and linkage to
service delivery for victims of human trafficking, establishment of an effective anti-human
trafficking coalition and to conduct a public awareness campaign.
The organizations committed to membership in the Contra Costa County Rescue & Restore
Coalition are: Zero Tolerance (Contra Costa County Administrator’s Office); Community
Violence Solutions (CVS); Asian Community Mental Health; MISSSEY; SAGE (a current
Rescue & Restore grant recipient for San Francisco); Richmond Police Department; CCC
Homeless Program; CCC Family Maternal & Child Health; Bay Area Legal Aid; Antioch
Police Department; Child Abuse Prevention Council; Contra Costa Crisis Center;
Community Clinic Consortium; Children and Family Services; Employment and Human
Services Department; Mental Health Division, Health Services Department; Office of the
District Attorney; Probation Department.
CVS will be significantly involved in the planning process and implementation of the
Rescue & Restore Victims of Human Trafficking Regional Program, providing street
outreach, linkages to services, developing anti-trafficking protocols and outreach materials,
and providing training and technical assistance to other service providers.
CHILDREN'S IMPACT STATEMENT:
The Zero Tolerance for Domestic Violence Initiative supports three of Contra Costa’s
community outcomes (“Children and Youth Healthy and Preparing for Productive
Adulthood”, “Families that are Safe, Stable and Nurturing” and “Communities that are Safe
and provide a High Quality of Life”) through coordinated intervention services designed to
reduce domestic and family violence and elder abuse.
