Subject:Richmond Elementary School 2009-10 childcare services contract
BACKGROUND:
Contra Costa County receives funds from the Administration for Children and Families
(ACF) to provide Head Start and Early Head Start services to program eligible County
residents. Contra Costa also receives funds from California Department of Education (CDE)
to provide State Preschool services to program eligible County residents.
The Board approved receipt of funds from ACF on September 16, 2008. The receipt of
funds from CDE is in process and will be finalized upon determination of the State budget
in the coming weeks.
In order to provide a wider distribution of services to County residents, the Department
contracts with a number of community-based organizations. Approval of this contract will
allow the provision of Head Start program enhancement services to thirty (30) program
eligible children and families and Head Start wraparound services to forty (40) program
eligible children and families. State Preschool Pre-kindergarten Family Literacy services
will be provided to forty (40) program eligible children and families. Given the current State
budget crisis, it is feasible that the State funded portion of the contract may be subject to
reduction, based on the outcome of the State budget process.
CONSEQUENCE OF NEGATIVE ACTION:
CHILDREN'S IMPACT STATEMENT:
The Employment & Human Services Department Community Services Bureau supports
three of Contra Costa County’s community outcomes - Outcome 1: “Children Ready for and
Succeeding in School,” Outcome 3: “Families that are Economically Self-sufficient,” and,
Outcome 4: “Families that are Safe, Stable, and Nurturing.” These outcomes are achieved
by offering comprehensive services, including high quality early childhood education,
nutrition, and health services to low-income children throughout Contra Costa County.
