APPROVE and AUTHORIZE the Employment & Human Services Director, or designee, to
execute and submit agreement to accept funding from California Department of Education
in an amount not to exceed $1,817,575 for general childcare and development program
services for the term July 1, 2009 through June 30, 2010.

BACKGROUND:
Approval of this agreement will allow continued provision of vital childcare services to
Contra Costa County children and families. The county receives funds from the California
Department of Education to provide state preschool general childcare services to program

BACKGROUND: (CONT'D)
County residents. The State has advised that the payment limit is subject to State Legislature
approval; if unsuccessful, there may be a 3.5 percent reduction to the contract. If the
reduction is imposed, the State will forward contract amendments to reduce the amount of
funding.

CONSEQUENCE OF NEGATIVE ACTION:
CHILDREN'S IMPACT STATEMENT:
The Community Services Bureau of the Employment & Human Services Department’s
Head Start program supports three of Contra Costa County’s community outcomes -
Outcome 1: “Children Ready for and Succeeding in School,” Outcome 3: “Families that are
Economically Self-sufficient,” and, Outcome 4: “Families that are Safe, Stable, and
Nurturing.” These outcomes are achieved by offering comprehensive services, including
high quality early childhood education, nutrition, and health services to low-income children
throughout Contra Costa County.
