1. ADOPT Resolution No. 2009/302, approving the submittal of a grant application to the
State of California for Neighborhood Stabilization Funds (NSP) in the amount of
$1,159,124; and
2. AUTHORIZE the Deputy Director-Redevelopment, or designee, to execute and/or
implement any documents pertaining to this application.
FISCAL IMPACT:
There is no impact to the County General Fund. All funds are from the federal NSP through
the State of California. A portion of the funds will be used to cover program administration
costs.
The Catalog of Federal Domestic Assistance (CFDA) number for CDBG grants made under
NSP is 14.228

Subject:Submittal of a Grant Application to the State of California for Neighborhood Stabilization Funds
BACKGROUND:
On July 30, 2008, President Bush signed into law the 2008 Housing and Economic
Recovery Act (HERA). HERA included a special allocation of CDBG funds, known as
Neighborhood Stabilization Program (NSP) funds. NSP provides targeted emergency
assistance to state and local governments to acquire and redevelop abandoned and
foreclosed residential properties that might otherwise become sources of abandonment
and blight within our communities. Contra Costa County received a direct allocation of
$6,019,051 in NSP funds.
The State of California received a direct allocation of $145 million. The State is
sub-granting approximately $100 million of those funds to cities and counties. In Contra
Costa, the City of Concord was eligible to apply for $1,159,124 in NSP funds. However,
the City has not submitted an application to the State for those funds. Therefore, the
County is allowed to apply for those funds. The needs of Concord must be considered in
the application; however, the County is not required to limit the program to Concord. The
County will target census tract numbers 3290.00, 3361.01, 3362.00, 3270.00, 3552.00,
which are the areas generally north of Monument Boulevard and north of Port Chicago
Highway. However, the funds may also be used in the established Urban County NSP
High Priority Areas of Montalvin Manor, North Richmond, Rollingwood, Rodeo, San
Pablo, Bay Point, and Oakley.
NSP funds from the State will be used for programs consistent with those adopted for the
Urban County:
1. Acquisition, rehabilitation, and sale of vacant and foreclosed properties ($886,167),
2. Demolition and land banking of vacant and foreclosed properties ($50,000),
3. Silent second downpayment assistance loans ($125,000),
4. Pre-purchase housing counseling ($40,000), and
5. Administration ($57,956).
The County will need to expend 75% of allocated funds by December 31, 2009, and
100% of funds must be expended by March 31, 2010.
NSP applications for must be received by the State Department of Housing and
Community Development no later than July 15, 2009.
CONSEQUENCE OF NEGATIVE ACTION:
The $1,159,124 reserved for Contra Costa jurisdictions will be recaptured by the State
and made available to other California counties and cities.
