HomeMy WebLinkAboutMINUTES - 06232009 - C.52RECOMMENDATION(S): APPROVE and AUTHORIZE the Employment & Human Services Department director, or designee, to submit an application to and accept funding from Department of Health and Human Services Administration for Children and Families not to exceed $5,400,000 for increased enrollment in County Early Head Start programs for the term October 1, 2009 through September 30, 2011. FISCAL IMPACT: The County, as Grantee, is required to generate a 20% non-federal in-kind match not to exceed $1,350,000 (see chart below). This match is achieved through collaboration with State Child Development programs and the volunteer hours accrued by Head Start parents and community partners. The "American Recovery and Reinvestment Act (ARRA) of 2009", Public Law 111-5 signed by the President of the United States on February 17, 2009 provided additional funding for Early Head Start programs nationwide. This presents an opportunity for the County to apply for additional, one-time funds to support increased enrollment of children in County Early Head Start programs. Services will support the children and their families, including pregnant women and teens. The funding will also enhance children's physical, social, emotional, and intellectual development, assist pregnant women to access comprehensive prenatal and post partum care; support parents' efforts to fulfill their parental roles and help parents move towards self-sufficiency. The funding term will be a two year project period October 1, 2009 through September 30, 2011. The funding application is due to the Office of Head Start, in the Administration for Children and Families division of the Department of Health & Human Services on July 9, 2009. CONSEQUENCE OF NEGATIVE ACTION: CHILDREN'S IMPACT STATEMENT: The Community Services Bureau of the Employment & Human Services Department’s Head Start program supports three of Contra Costa County’s community outcomes - Outcome 1: “Children Ready for and Succeeding in School,” Outcome 3: “Families that are Economically Self-sufficient,” and, Outcome 4: “Families that are Safe, Stable, and Nurturing.” These outcomes are achieved by offering comprehensive services, including high quality early childhood education, nutrition, and health services to low-income children throughout Contra Costa County.
