APPROVE and AUTHORIZE the District Attorney, or designee, to execute a contract, and
any extensions or amendments thereof pursuant to State guidelines, with the State Victim
Witness Compensation and Government Claims Board in an amount not to exceed $68,862
to fund a Victim Witness Assistance Program Specialist position for the period July 1, 2009
through June 30, 2010.
FISCAL IMPACT:
$68,862. 100% State, Budgeted in fiscal year 2009/10.
BACKGROUND:
The Victim Compensation and Government Claims Board (Board) administers the State's
Victim Compensation Program (VCP), which reimburses victims of violent crimes for
specific economic losses incurred as a result of crime. The Board, through Criminal
Restitution Compacts, funds a Victim/Witness Program Specialist position that provides
restitution Specialist who works with the victim, the prosecutor, the Probation Department

BACKGROUND: (CONT'D)
and the Court to ensure that offenders are ordered to pay restitution to the victim and the
program when appropriate. Statute requires the Court to impose restitution on behalf of the
Board when an offender is convicted and the victim has received benefits from the VCP. If
the victim's losses are unknown at the time of sentencing, statute requires that the restitution
order include a provision that the amount will be determined at the direction of the Court.
