HomeMy WebLinkAboutMINUTES - 06232009 - C.39RECOMMENDATION(S): Adopt the attached Resolution approving the Blue Ribbon Committee Coalition Side Letter Agreement signed by representatives of the County and representatives from the Coalition Unions: Local One, AFSCME Local 2700, AFSCME Local 512, and SEIU Local 1021, as recommended by the Assistant County Administrator-Director of Human Resources. FISCAL IMPACT: Increase labor costs by the value of benefits for permanent employees as compared to temporary employees. BACKGROUND: Growing out of the collective bargaining negotiations that led to the 2005-2008 Memorandum of Understanding with Public Employees Union Local One and other labor organizations, Contra Costa County agreed to establish a “Blue Ribbon Committee” to study the utilization of temporary employees. Ultimately that Committee issued a report which became the basis for the negotiated side letter which is attached hereto. The side letter goes on to restate the statutory limits on the use of temporary agency employees and provides for enhanced reporting by the County to allow better tracking of temporary employment.
