HomeMy WebLinkAboutMINUTES - 12101985 - X.13 1 IN THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, STATE OF CALIFORNIA In the Matter of Supporting the ) Implementation of Transportation ) RESOLUTION N0. 85/723 Systems Management (TSM) in ) Contra Costa County ) WHEREAS government and the private sector are aware that an efficient, balanced transportation system is essential to maintain the economic vitality and quality of life in Contra Costa County; and WHEREAS although extensive highway and transit capital improvements continue to be an integral part of addressing Contra Costa's transportation needs, State and Federal funds for such projects are on the decline; and . WHEREAS one of the key solutions to improving the transporta- tion system's efficiency is the implementation of a series of policies, strategies, incentives, and low cost improvements that are collectively referred to as Transportation Systems Management (TSM); and WHEREAS TSM measures can provide viable transportation alter- natives to the single occupancy vehicle for Contra Costa residents and employees; and WHEREAS TSM can make more efficient use of the existing transportation system which is financed by taxpayer dollars; and WHEREAS cooperative efforts between public and private interests are necessary for the successful implementation of TSM; NOW THEREFORE IT IS RESOLVED by the Board of Supervisors of Contra Costa County to: 1. Support the efforts made by the public and private sectors to implement TSM: 2. Actively pursue development of a TSM plan for Contra Costa County employees; 3. Encourage mixed land uses to allow a better balance of employment, housing and general services; 4. Support concurrent implementation of mixed land uses in order to continuously achieve a good housing/employment balance; and 5. Encourage development of key services (such as banking, transit, child care) at or near employment centers. PASSED on December 10, 1985 by unanimous vote of the Board members present.
