Bueren, Public Works Director/Chief Engineer Date:June 23, 2009 Contra Costa County Subject:APPROVE the Pomo Street Arch Culvert Repair (Bay Point) project and FIND it is exempt from California Environmental Quality Act Project No.0662-6U4090 BACKGROUND: The project will stop the accelerated corrosion at the air-soil interface and the portion of the culvert extending to 12-inches above the interface and prevent future corrosion, thus extending the life of the culvert. The project consists of controlled sandblasting and application of a bitumastic coating to the culvert from the air-soil interface to approximately 36-inches above the air-soil interface and installing a cathodic protection system rated at 10 amps DC to protect the buried portion of the culvert. This project will require minor trench work within the Pomo Street right of way and easement over the Canal to bring power from a nearby electrical box to a new PG&E pedestal at the project site. The new pedestal, rectifier, anode junction box and bond box, as well as the new conduit will be permanently located within the easement. The cathodic protection system and the bitumastic coating will require monitoring and minor maintenance during the life of the culvert. The project is located in unincorporated community of Bay Point in East Contra Costa County; where Pomo Street crosses the Contra Costa Canal. The project consists the restoration of a deteriorated facility, pursuant to CEQA Guidelines (15301 Class 1d). The project will not result in the removal of any scenic resource. CONSEQUENCE OF NEGATIVE ACTION: Delay in approving the project will result in delay of design and construction and may jeopardize funding. ATTACHMENTS CEQA Pomo St Arch Culvert Repair
