HomeMy WebLinkAboutMINUTES - 06232009 - C.08RECOMMENDATION(S): APPROVE and AUTHORIZE the Public Works Director, or designee, to execute Amendment No. 2 to an existing Consulting Services Agreement with T.Y. Lin International effective June 23, 2009, to increase the current payment limit by $68,320 to a new payment limit of $558,096 in order to conduct environmental studies, Orwood Road Bridge Replacement Project, Brentwood area, Project No. 0662-6R4076. FISCAL IMPACT: This consulting services agreement amendment allows for an additional $68,320 above the previously approved payment limit of $489,776. There is no fiscal impact to the General Fund. The increase in payment is to be funded by 40% Federal Funds, 50% Road Funds, and 10% East Bay Regional Park District Funds. BACKGROUND: The existing Orwood Road Bridge was constructed in 1947. Lin International, Orwood Road Bridge Replacement Project BACKGROUND: (CONT'D) constructed primarily of wood components. As a result of its age and exposure to a marine environment, the bridge is coming to the end of its serviceable life. On May 10, 2005, the Board approved the Consulting Services Agreement for design of the bridge replacement project with T.Y. Lin International. T.Y. Lin began preliminary design of the new structure soon thereafter. On October 6, 2006, the East Bay Regional Parks District (EBRPD) requested that the County add an eight-foot wide Class 1 pedestrian pathway on the bridge. Caltrans agreed that this addition was eligible for federal funds. Adding this Class 1 pedestrian pathway to the bridge requires revising the project environmental documents in compliance with California Enviromental Quality Act (CEQA) and National Environmental Policy Act (NEPA). Due to the need for the above-mentioned revisions to environmental documents, the County has negotiated with T.Y. Lin International to conduct the necessary environmental studies and prepare required reports. CONSEQUENCE OF NEGATIVE ACTION: Negative action will result in the Public Works Department having to complete the environmental studies in house and/or hire other environmental consultants, which will delay project completion and possibly jeopardize federal funding.
