Bueren, Public Works Director/Chief Engineer Date:June 23, 2009 Contra Costa County Subject:Amendment No. 3 to an existing On-Call Consulting Services Agreement with Quincy Engineering, Incorporated (Various Project Funds) . FISCAL IMPACT: (CONT'D) BACKGROUND: The current on-call Consulting Services Agreement with Quincy Engineering, Incorporated expires on July 31, 2009. The Public Works Department has worked with County Counsel to develop an updated Consulting Services Agreement and the standard on-call scope of service for future on-call agreements. This process has recently been completed. The Public Works Department is now beginning the solicitation process for new on-call consultants. It will take three to six months to secure new on-call consultants. In the meantime, the current on-call consultants need to be retained to assure the timely completion of current and future projects. Quincy Engineering is designing a repair project for the Marsh Drive Bridge over the Walnut Creek channel under the existing on-call consulting services agreement. The existing on-call consulting services agreement with Quincy Engineering was executed in July of 2006. This amendment increases the payment limit of the existing agreement in order provide contingency funds for the structual design and construction support services for the Marsh Drive Bridge Repair Project. CONSEQUENCE OF NEGATIVE ACTION: Negative action will result in the Public Works Department having reduced availability of structural engineering professional services, which may delay this repair project completion.
