Approve and authorize the Health Services Director, or his designee (Wendel Brunner,
MD), to execute, on behalf of the County, Contract #25–042–14 with Greater Richmond
Inter-Faith Program, a non-profit corporation, in an amount not to exceed $1,345,760, to
provide emergency shelter program services for adults, for the period from July 1, 2009
through June 30, 2010.
FISCAL IMPACT:
This Contract is funded 47% by Federal funds, including Federal Emergency Management
Administration (FEMA), Department of Health and Human Services (DHHS) - Housing
and Urban Development (HUD), Emergency Shelter Grant (FESG), Veterans
Administration (VA), Substance Abuse/Mental Health Services Administration
(SAMHSA), Community Development Block Grants (CDBG), and Health Resources
Services Administration (HRSA); 15% by State funds, including Emergency Housing
Assistance Program (EHAP) and Prop 63/Mental Health Services Act (MHSA); 9% by
Contra Costa Employment and Human Services Department; 6% by Housing Authority of
Contra Costa County; and 22% budgeted County General Funds.

BACKGROUND:
This Contract meets the social needs of County’s population by providing emergency
shelter services, twenty-four hours per day, seven days per week, to homeless adults in
Central and West County.
On June 30, 2008, the Board of Supervisors approved Contract #25–042–12 (as amended
by Contract Amendment Agreement #25–042–13) with Greater Richmond Inter-Faith
Program, for the period from July 1, 2008 through June 30, 2009, for the provision of
emergency shelter services.
Approval of Contract #25–042–14 will allow the Contractor to continue providing
services through June 30, 2010.
