APPROVE and AUTHORIZE the Employment and Human Services Director, or designee,
to execute a contract with Catholic Charities of the Diocese of Oakland, dba Catholic
Charities of the East Bay, in an amount not to exceed $114,000 to provide transitional
housing assistance for emancipated youth for the period July 1, 2009 through June 30, 2010.
FISCAL IMPACT:
No County Costs: $114,000; 100% State Transitional Housing Program - Plus Funding
BACKGROUND:
Catholic Charities of the East Bay provides Transitional Housing Program – Plus support
services to emancipated foster youth up to age 21 who have been referred by the
Independent Living Skills Program (ILSP) staff. AB427 enabled the State to announce the
availability of THP – Plus funds to counties who were interested in providing transitional
housing services to emancipating foster youth. The State THP – Plus program funding
provides for 100% cost reimbursement for providing transitional housing services.

CHILDREN'S IMPACT STATEMENT:
This contract supports all five of the community outcomes established in the Children’s
Report Card: 1) “Children Ready for and Succeeding in School”; 2) “Children and Youth
Healthy and Preparing for Productive Adulthood”; 3) “Families that are Economically Self
Sufficient”; 4) “Families that are Safe, Stable and Nurturing”; and 5) “Communities that are
Safe and Provide a High Quality of Life for Children and Families.” This is accomplished
through providing safe housing and support to assist youth while transitioning from foster
care to independent living.
