APPROVE and AUTHORIZE the Employment & Human Services Department director, or
designee, to apply for and accept funding from Department of Health and Human Services
Administration for Children and Families in an amount not to exceed $1,900,000 for
increased enrollment in County Head Start programs.
FISCAL IMPACT:
The County, as Grantee, is required to generate a 20% non-federal in-kind match not to
exceed $475,000 (see chart below). This match is achieved through collaboration with State
Child Development programs and the volunteer hours accrued by Head Start parents and
community partners.

Subject:Head Start grant, 2009-10 ARRA funding for increased enrollment slots
BACKGROUND:
Contra Costa County submits an application annually to U.S. Health and Human Services
Department, Administration for Children and Families as the Head Start grantee. The
"American Recovery and Reinvestment Act (ARRA) of 2009", Public Law 111-5 signed by
the President of the United States on February 17, 2009 provided additional funding for
Head Start programs nationwide. This presents an opportunity for the County to apply for
additional, one-time funds to support increased enrollment of children in County Head Start
programs and to promote school readiness. School readiness objectives will be met by
enhancing the social, cognitive, physical, and emotional development of children through
the provision of education, health, nutrition, social and other services to enrolled children
and families.
The funding term will be a two year project period to be determined. The funding
application is due to the Office of Head Start, in the Administration for Children and
Families division of the Department of Health & Human Services on June 23, 2009.
CONSEQUENCE OF NEGATIVE ACTION:
CHILDREN'S IMPACT STATEMENT:
The Community Services Bureau of the Employment & Human Services Department’s
Head Start program supports three of Contra Costa County’s community outcomes -
Outcome 1: “Children Ready for and Succeeding in School,” Outcome 3: “Families that are
Economically Self-sufficient,” and, Outcome 4: “Families that are Safe, Stable, and
Nurturing.” These outcomes are achieved by offering comprehensive services, including
high quality early childhood education, nutrition, and health services to low-income children
throughout Contra Costa County.
