1. APPROVE the First Amendment to Lease with James E. Scott for the office space
located at 315 East Leland Road, Pittsburg for the District 5 Supervisor, under the terms
and conditions set forth in the First Amendment to Lease at a total cost of $179,660 over a
four year period beginning March 1, 2009 and ending February 28, 2013,.
2. AUTHORIZE the Director of General Services, or designee, to EXERCISE the First
Amendment to the Lease.
3. DETERMINE that the project is a Section 15061 (b)(3) Categorical Exemption under the
California Environmental Quality Act (CEQA). CP #09-31.
4. DIRECT the Department of Conservation and Development Director, or designee, to file
a Notice of Exemption with the County Clerk, and DIRECT the Director of General
Services, or designee, to arrange for the payment of the handling fees to the Department of
Conservation and Development and County Clerk for filing of the Notice of Exemption.

Subject:Lease Amendment for 315 East Leland Road, Pittsburg for the District V Supervisor
FISCAL IMPACT:
The First Amendment to Lease will obligate the County to pay a rent of $179,660 over the
four year extension term. The rent amount represents a reduction in rent of $14,380 over the
four year extension term.
BACKGROUND:
The County has leased this location for the District V Supervisor's office since March 1997.
The current District V Supervisor has occupied the office at this location for the past nine
years. The First Amendment to Lease includes an extension option to extend the lease for
four more years at a reduced rent. Other lease expenses, such as utilities and janitorial, are
not included in the base rent.
CONSEQUENCE OF NEGATIVE ACTION:
Failure to exercise the First Amendment to the Lease will terminate the lease for the District
V Supervisor at this location and the County will have to find other office space for the
Supervisor.
