HomeMy WebLinkAboutMINUTES - 12101985 - T.5 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on by the following vote on: December 10 , 1985 AYES: Supervisors: Powers , Schroder, Mc Peak, Torlakson and Fanden NOES: None ABSENT: None ABSTAIN: None RESOLUTION NO. 85/733 SUBJECT: In the Matter of an Amendment to the Pleasant Hill BART Station Area Specific Plan to provide for enhanced pedestrian circulation and use of the native oak corridors for pedestrian use in the Pleasant Hill BART Station area. The Board of Supervisors of Contra Costa County RESOLVES THAT: There is on file with this Board and its Clerk a copy of Resolution 57-1985, adopted by the County Planning Commission recommending the adoption of an amendment to Specific Plan for the Pleasant Hill BART Station area. On December 10, 1985, this Board held a hearing on said amendment to the Specific Plan proposed by County Planning Commission Resolution 57-1985. Notice of said hearing was duly given in the manner required by law. The Board at the hearing called for testimony of all persons interested in the matter. The public hearing was then closed. The Board members, having considered the Specific Plan Amendment, determined that the recommendations as submitted by the County Planning Commission are appropriate. The Board FINDS that the Environmental Impact Report done for the Specific Plan discusses pedestrian circulation and the need to retain significant native oaks. The Board FINDS it to be desirable to alter and clarify the circulation plan as the individual site designs have been refined. The modification will not compromise the integrity of the Specific Plan or the environmental documents. The Board FINDS that the amendment of the pedestrian and transit circulation and open space requirement policy diagram (Figure 9) will improve pedestrian and transit circulation and the amendment of Figure 5 will result in the retention of existing oak trees, and APPROVES the modification of text as indicated in Exhibit C. The Director of Community Development is hereby DIRECTED to file a Notice of Determination with the County Clerk. A continuous ground level pedestrian route shall be maintained through future development generally in a direction shown northwest from the BART station to Las Juntas, north from the corner of Treat and Oak to Wayne Drive and within the BART Station area. The pedestrian routes shall be incorporated whenever possible through or along the major native oak tree stands in order to integrate this important natural resource into the public open space and circulation system.
