T.4 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA AS THE GOVERNING BODY OF THE CONTRA COSTA COUNTY FLOOD CONTROL AND WATER CONSERVATION DISTRICT DATE : December 10 , 1985 MATTER OF RECORD SUBJECT : Environmental Quality Features for the the design of Wildcat/San Pablo Creeks Flood Control Project, North Richmond Area. The Board this day was asked to consider the Consensus Plan proposed to be incorporated into the Wildcat/San Pablo Creeks Flood Control Project in the North Richmond Area and to indicate its sup- port for one of these plans to the Corps of Engineers. J. Michael Walford, Chief Engineer, explained the propo- sal and advised that the community supported the Corps' Selected Plan, with some reservations; and that the Wildcat/San Pablo Creeks Design Team was formed to develop a consensus plan that would incor- porate environmental quality features desired ,by the community, environmental groups, and the Flood Control District and which could be funded by interested agencies. Supervisor Powers advised that the Design Team worked hard to incorporate innovative ideas in the design of this project in order to meet the community' s needs for affordable and environmen- tally sensitive flood control . He stated that the Flood Control District's staff supported these efforts and is willing to work with the Corps to bring the project to construction at the earliest possible date and urged the Board to support the Consensus Plan. Alan LaPointe, Urban Creeks Council, 5880 Park Avenue, Richmond 5 . Peter Alexander, Grizzley Peak Flyfishers Conservation Assocation, 11500 Skyline Boulevard, Oakland 6 . Derek Shuman, United Anglers, 1408 Grizzly Peak Boulevard, Berkeley 7 . Lillie Mae Jones, Richmond Neighborhood Coordinating Council, 258 6th Street, Richmond 8. Theresa Wilkerson, 330 25th Street, Richmond 9 . Robert Doyle, East Bay Regional Parks District, 11500 Skyline Boulevard, Oakland 10 . Melanie Denninger, State Coastal Conservancy, 1330 Broadway, Suite 1100, Oakland Board members discussed the project and the proposed environmental quality features of the Consensus Plan and compli- mented the Design Team and the residents of the area for their interest and cooperation in developing the proposal . On motion of Supervisor Powers, seconded by Supervisor Fanden, the Board adopted the following order: THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on December 10, 1985 by the following vote: AYES: Supervisors Powers, Schroder, McPeak, Torlakson and Fanden NOES: None ABSENT: None ABSTAIN: None SUBJECT: Request the Corps of Engineers to incorporate Environmental Quality features into the design of the Wildcat/San Pablo Creeks Flood Control Project, North Richmond, Project No. 7505-6F8186. The Chief Engineer, having submitted a staff report, a letter to Colonel Scholl , and a letter of support from the Wildcat/San Pablo Creeks Citizens' Advisory Committee regarding Environmental Quality features developed with the community; and The Chief Engineer having reported interest and cooperation from the following . funding agencies: the State Lands Commission, the State Coastal Conservancy, the East Bay Regional Parks District, and the State Department of Fish and Game; and The Chief Engineer having recommended that the Board, as the governing body of the Contra Costa County Flood Control and Water Conservation District, indicate its support for the Environmental Quality features and request the Corps of Engineers to incorporate them into the flood control project and the Design Memorandum, IT IS BY THE BOARD ORDERED, that the recommendations of the Chief Engineer are APPROVED and the Chief Engineer is DIRECTED to notify the Corps of Engineers of the Board' s request and notify the above mentioned funding agencies of the Board's action and solicit their continued support.
