HomeMy WebLinkAboutMINUTES - 06092009 - SD.4RECOMMENDATION(S): ADOPT Resolution No. 2009/225 approving the two-year extension of the Memorandum of Understanding between Contra Costa County Fire Protection District and IAFF, Local 1230 from April 1, 2006 - June 30, 2010 to April 1, 2006 - June 30, 2012; and APPROVE the two-year delay in receiving the negotiated wage increases for July 1, 2009 @ 2.5% and January 1, 2010 @ 2.5% to July 1, 2011 and January 1, 2012, respectively. FISCAL IMPACT: Both for FY 2008/09 and FY 2009/10 the Fire District's operating fund reflects use of fund balances in order to deal with the decline in property tax revenues for the District. Although final figures for FY 2008/09 will not be known for certain until July of 2009, the current year operating budget for the District projected use of over $4 million in fund balance. At the time that the FY 2009/10 Budget was adopted, it was anticipated that the District would utilize $7.93 million from reserves in order to meet projected operating expenses. All of this in spite of reductions in staff and potential brown-outs of stations. The Memorandum of Understanding (MOU) currently in effect between the Fire District and United Professional Fire Fighters IAFF Local 1230 (Local 1230) was scheduled to expire on June 30, 2010. The unexpired MOU called for a wage increase of 2.5% on July 1, 2009 and an additional wage increase of 2.5% on January 1, 2010. Had these increases been permitted to occur as scheduled, the already strained budget would have required that additional reserves be utilized. The proposed MOU extension delays the implementation of the scheduled wage increases until July 1, 2011 and January 1, 2012, respectively. The extension is expected to save the Fire District $2.02 million dollars in FY 2009/10 and $2.7 million dollars in FY 2010/11. This proposed agreement with Local 1230 will result in a total savings of $4.72 million dollars over the term of the MOU extension. BACKGROUND: Faced with a growing budget deficit, the Contra Costa County Fire Protection District and Local 1230 IAFF were able to reduce the budget gap by extending an existing MOU, thereby delaying the implementation of scheduled wage increases for two (2) full years and avoiding the related costs. This MOU extension will provide the Fire District additional time to develop budget strategies to achieve a structurally balanced budget, in which annual expenditures do not exceed annual revenues.
