ACCEPT financial incentive in the amount of $33,198 from the Pacific Gas & Electric
Company (“PG&E”) for energy efficient design and construction practices promoting the
efficient use of energy on the Contra Costa County District Attorney Headquarters Office
Building Project, 900 Ward Street, Martinez.
FISCAL IMPACT:
The revenue will offset District Attorney occupancy costs in the General Services
Department budget.
BACKGROUND:
PG&E offers a program called “Savings By Design” which encourages energy efficient
building design and construction practices, promoting the efficient use of energy by
offering up-front design assistance supported by financial incentives based on project
performance. The County applied to participate in the program during the design phase of
the District Attorney Office Building project. As part of our application, required
documentation was submitted which described energy efficient features of the building's
design including the following:

BACKGROUND: (CONT'D)
Natural lighting to reduce electrical power use during the day.
Efficient 32 watt T8 florescent lighting.
Occupancy sensors to automatically turn lights off when an office is empty.
Ambient light level sensors to control lighting and electric use in larger spaces.
Heating, ventilation, and air conditioning equipment with variable speed fans and controls.
Premium efficiency fans and chilled water pumps.
Double-pane insulated glass to reduce heat loss and gain.
“Low E” and tinted glass to reduce heat gain.
R-30 roof insulation to reduce heat gain and loss.
R-19 wall insulation to reduce heat gain and loss.
According to PG&E, it is anticipated that the building's design will improve on energy
efficient requirements mandated by the California Energy Code ("Title 24") by 28%. PG&E
staff visited and inspected the project and determined that an incentive check in the amount
of $33,198 would be awarded to the County.
The project involved constructing a new 53,000 square foot, four-story District Attorney
Headquarters Building in downtown Martinez. The project commenced construction in
November 2006 and was completed in August 2008. The new building was designed and
built to provide better public access, consolidate staff previously located at multiple
locations, and provide sufficient space for the District Attorney's operations.
CONSEQUENCE OF NEGATIVE ACTION:
There are no known negative consequences to accepting the check. The funds are in
recognition of the County's efforts at energy efficient design and construction on the subject
project.
