A. APPROVE Purchase and Sale Agreement and ACCEPT the Grant Deed dated, May 21,
2009 from Neighborhood House of North Richmond for the purchase of 305 Chesley
Avenue, North Richmond, identified as Assessor’s Parcel Numbers 409-080-013.
B. AUTHORIZE the Redevelopment Director to execute said Purchase and Sale Agreement
on behalf of the Redevelopment Agency.
C. APPROVE payment of $420,000 for said property rights and AUTHORIZE the
Auditor-Controller to issue a check in said amount payable to First American Title
Company, 1850 Mt. Diablo Boulevard, Suite 300, Walnut Creek, CA 94596, Escrow No.
295930-CC to be forwarded to the Real Property Division for delivery.
D. DIRECT the Real Property Division to have the above referenced Grant Deed delivered
to the Title Company for recording in the Office of the County Recorder
FISCAL IMPACT:
No General Fund revenue is involved in this acquisition. The Agency’s financial obligation
to acquire this site is from budgeted funds under the North Richmond Redevelopment
Project Area for FY 2009-2010.

Subject:Grove Point Unified Development Program, North Richmond
BACKGROUND:
On May 12, 2009, the Governing Board of the Contra Costa County Redevelopment
Agency adopted Resolution No. 2009/115 to create a Program of Unified Development
for the East Side of 3rd Street between Chesley Avenue and Grove Street in the North
Richmond community. This proposed residential Mixed-Use Project is referred to as
Grove Point.
This Grove Point project involves the acquisition and ultimate redevelopment of six
contiguous parcels fronting Third Street into a mix of commercial and residential uses.
The purchase of 305 Grove Avenue from Neighborhood House of North Richmond is the
first acquisition under the Grove Point Unified Development Program.
This acquisition and the development of a Unified Development Program has been
determined to be exempt from the California Environmental Quality Act (CEQA)
pursuant to Section 15061(b)(3) of the CEQA Guidelines.
The North Richmond Municipal Advisory Council has reviewed this Project and is
supportive of the Agency acquiring Grove Point parcels for redevelopment.
CONSEQUENCE OF NEGATIVE ACTION:
Should the Agency not purchase this site, The North Richmond community will not be
able to redevelop Grove Point and complete Phase II of the North Richmond Town
Center.
