NOES: None ABSENT: None ABSTAIN: None SUBJECT: Vine Hill Road Detention and Infiltration Basin The Board on October 29 , 1985 fixed this date for a discussion of the problems that have arisen in Drainage Area 29H, Vine Hill Road Detention and Infiltration Basin. Milton Kubicek, Deputy Public Works Director, Flood Control and Operations, advised that the residents of the area surrounding the subject detention and infiltration basin contend that they were not advised when they purchased their properties of the existence of the infiltration basin nor of the plan for its use as a future detention basin, and had requested that the planned detention basin system for Drainage Area 29H be eliminated through a plan amendment. Mr. Kubicek stated that the cost to amend the Flood Control District Drainage Plan to eliminate the detention basin and increase the downstream drainage system would be an estimated $325,000, and this additional cost would have to be borne by all future developing properties in Drainage Area 29H. He therefore recommended that the Drainage Area 29H system remain as a detention-infiltration basin and that the plan not be amended. Supervisor Tom Torlakson commented on the complicated history of the Drainage Area 29H and the concerns of the residents, and recom- mended that the Drainage Area 29H plan be amended to allow construction of a drainage system through the area to an ultimate outfall. He noted that the alternatives he had presented to staff in a report dated October 29 , 1985 offered specific steps for both interim and long-term resolution of the problem. The following area residents spoke and requested resolution of the problem: Tom Claycomb, 2970 Almondwood Place, Oakley Frank Belliss, 2870 Vine Hill, Oakley Dr. Noble 0. Elcenko, D.C. , 2830 Vine Hill, Oakley Margaret Chapin, 4781 Knarlwood Road, Oakley Supervisor Tom Powers recommended that the matter be referred back to the Flood Control staff to develop a proposal based on the alternatives presented by Supervisor Torlakson. Board members being in agreement, IT IS BY THE BOARD ORDERED that the alternatives recommended by Supervisor Torlakson relative to the Vine Hill Road Detention and Infiltration Basin are conceptually APPROVED.
