APPROVE and AUTHORIZE the Employment and Human Services Director, or designee,
to submit the
Contra Costa County Area Agency on Aging 2009 through 2012 Three Year Area Plan for
services under the Older Americans Act and Older Californians Act community based
programs, to the California Department of Aging and AUTHORIZE the Chair, Contra
Costa County Board of Supervisors, to sign the Letter of Transmittal. (#40-299-0)
FISCAL IMPACT:
Fiscal impact undetermined. Subject to the availability of Federal and State funding for the
period of the Area Agency on Aging Three Year Area Plan.
BACKGROUND:
Under the Older Americans and Older Californias Act(s), the Area Agency on Aging
(AAA) is required to develop and submit a multi-year plan to the California Department of
Aging to receive continued funding. The California Department of Aging will determine
funding levels and inform local areas of funding decisions based

BACKGROUND: (CONT'D)
upon the three year local plan(s).
The AAA provides services for older county residents under Title(s) III, III-E and VII of the
Older Americans Act and under the Older Californians Act. Under the three year plan, the
AAA will provide, through contract, Congregate Meals, Home Delivered Meals, Legal
Assistance, Home Visiting, In-Home Services Registry, Transportation, Adult Day Care,
Errand and Escort Services, and Family Caregiver Provider program services. Funding from
the Older Americans Act allows the AAA to provide through contract, the Brown Bag
Program and Alzheimer's Day Care Resource Center services. The AAA will directly
provide Information and Assistance, Preventive Health Care and Disease Prevention,
Respite Purchase of Services, Health Insurance Counseling and Advocacy Program
(HICAP) and will perform the program development , coordiantion, administration and
planning responsibilities of the Area Agency on Aging.
