1. APPROVE the bid documents for the Remodel and ADA upgrades at Bisso Lane,
Concord for the Health Services Department, including the Plans, Specifications and
General Conditions.
2. AUTHORIZE the General Services Director, or designee, to advertise for bids to be
received on July 9, 2009 at 2:00 p.m. and to issue bid addenda, as needed, for clarification
of the bid documents.
FISCAL IMPACT:
The funding is provided by the Mental Health Services Act (Proposition 63) allocation to
Contra Costa County.
BACKGROUND:
The Central County Children's Mental Health Program (CCCMHP) is currently located at
1026 Oak Grove, Concord, on a month-to-month lease. The landlord has notified the
County that as of February 1, 2010, the property will

BACKGROUND: (CONT'D)

The Employment and Human Services Department (EHS) currently occupies approximately
19,000 square feet at 2425 Bisso Lane, Concord (Bisso). EHS is intending to relocate their
Bisso staff to the new EHS facility in Pleasant Hill and to 40 Douglas, Martinez. The Health
Services Department (HSD) has determined that the impending available space at Bisso will
meet their needs. Relocating CCCMHP to Bisso will also allow for consolidation of HSD
services at Bisso since HSD has another children's program there. In addition, relocating to
Bisso is more cost effective to HSD than the current month-to-month lease. CCCMHP is
currently paying $2.11 per square foot for Oak Grove, compared to $.80 per square foot for
Bisso. In order to meet HSD's program and service needs, the space at Bisso requires
remodeling work.
HSD also intends to relocate its Older Adult Mental Heath Program (OAMHP) to Bisso.
Current OAMHP staff is located in leased space at 1340 Arnold Drive, Martinez. HSD
recently added sixteen new staff members who are temporarily located at 1330 Arnold
Drive, Martinez. To accommodate the newly expanded program, HSD plans to utilize the
impending available space (which will be remodeled) at Bisso. By relocating to Bisso, the
entire staff will be consolidated into one location. In addition, relocating to Bisso will result
in cost savings to HSD. OAMHP is currently paying $1.98 per square foot for 1330 Arnold
Drive, and $1.92 per square foot for 1340 Arnold Drive, compared to $.80 per square foot at
Bisso.
CONSEQUENCE OF NEGATIVE ACTION:
If the recommendation is not approved, HSD may not be able to find adequate space that
meets their needs before their lease expires, and will not achieve the anticipated cost savings
of the proposed office space relocations.
