Approve and authorize the Health Services Director, or his designee (Jeff Smith, M.D.), to
execute, on behalf of the County, Contract #26-327-22 with On Assignment Staffing
Services, Inc., a corporation, in an amount not to exceed $2,500,000 to provide temporary
nursing staff, therapists, admitting professionals and other technical services for Contra
Costa Regional Medical Center and Contra Costa Health Centers, for the period from June
1, 2009 through May 31, 2010.
FISCAL IMPACT:
Funding for this contract is 100% Enterprise Fund I.
BACKGROUND:
The County has contracted for many years with registries to provide temporary help
services to assist Contra Costa Regional Medical Center and Contra Costa Health Centers
during peak loads, temporary absences, and emergency situations. For example, given the
uncertainty of the duration of Worker’s compensation/leaves of absence, the use of registries
allows the

BACKGROUND: (CONT'D)
Department to obtain temporary registry help on short notice, and only until the employee is
able to return to work. Other usage is to cover nights and weekend shifts in Admissions,
which have historically been difficult to fill on a permanent basis, although efforts continue.
On June 17, 2008, the Board of Supervisors approved Contract #26-327-19 (as amended by
Amendment Agreement #26-327-20 through #26-327-21) with On Assignment Staffing
Services, Inc. for the provision of temporary nursing services, therapists, admitting
professionals and other technical services to provide coverage at Contra Costa Regional
Medical Center and Contra Costa Health Centers, for the period from June 1, 2008 through
May 31, 2009.
Approval of Contract #26-327-22 will allow the Contractor to continue providing temporary
help services, on an as-needed basis, through May 31, 2010.
