APPROVE and AUTHORIZE the Employment and Human Services Director, or designee,
to execute a contract with University of California, Davis, in an amount not to exceed
$91,080 to provide Child Welfare Training for the period July 1, 2009 through June 30,
2010, and authorize a mutual indemnification clause in the contract.
FISCAL IMPACT:
$91,080: 100% California Work Opportunity and Responsibility to Kids (CalWORKs) State
and Federal Funding (CFDA 93.558.012)
BACKGROUND:
Training provided by the University of California (UC) Davis to Employment and Human
Services Department (EHSD) meets State regulations that allow public institutions of higher
education to provide in-kind match funding equal to the California Welfare Department's
share of costs, resulting in no expense to the County, and a higher skilled, more informed
staff.

The UC Regents request that a mutual indemnification clause be include in this contract.
CHILDREN'S IMPACT STATEMENT:
Staff development training supports three Contra Costa County community outcomes:
"Families that are Economically Self-Sufficient"; “Families that are Safe, Stable and
Nurturing”; and "Communities that are Safe and Provide a High Quality of Life for
Children and Families.” Through this training, case managers will be better able to connect
CalWORKs participants with job training and opportunities; child welfare can improve
supportive intervention and prevention services for families at risk of child abuse; and the
County’s adult population will benefit from enhanced responsiveness of adult services
workers.
