HomeMy WebLinkAboutMINUTES - 06092009 - C.48RECOMMENDATION(S): APPROVE and AUTHORIZE the District Attorney, or designee, to submit an application and execute a grant award agreement, and any extensions or amendments thereof, pursuant to State guidelines, with the California Emergency Management Agency's (CalEMA) Law Enforcement and Victim Services Division in the amount of $34,079 for funding of the Victims of Crime Act Stimulus (VS), Victim/Witness Assistance Program for the period July 1, 2009 through June 30, 2010. FISCAL IMPACT: $34,079; $27,329 Federal funding, $6,840 In-Kind County match. Catalog of Federal Domestic Assistance No. 16.575. The grant funds and combined match will provide continued funding for a half-time Victim Witness Specialist position in the District Attorney's Victim Witness Assistance Program. BACKGROUND: This grant program is authorized by the American Recovery and Reinvestment Act of 2009 and by the Victims of Crime Act of 1984 (VOCA). Kochly, District Attorney Date:June 9, 2009 Contra Costa County Subject:APPROVAL TO SUBMIT APPLICATION WITH STATE FOR RECOVERY ACT - VOCA STIMULUS VICTIM/WITNESS ASSISTANCE PROGRAM BACKGROUND: (CONT'D) services to crime victims in support of the Recovery Act objectives to preserve and create jobs and promote economic recovery. The County District Attorney' Office operates the Victim/Witness Assistance Program with State funds for comprehensive assistance programs for victims and witnesses of all types of crime and thereby allowing for faster and more complete recovery from the effects of crime. The Federal Office for Victims of Crime (OVC) awards each State a Recovery Act - VOCA victim assistance formula grant to support the provision of services to victims of crime throughout the Nation. Services under this grant program are defined as those efforts that 1) respond to the emotional and physical needs of crime victims; 2) assist primary and secondary victims of crime to stabilize their lives after a victimization; 3) assist victims to understand and participate in the criminal justice system; and 4) provide victims of crime a measure of safety and security such as boarding-up broken windows and replacing and repairing locks.
