APPROVE a Lease with Jupiter Investments., LLC., for a three-year term beginning May 1, 2009 and ending April 30, 2012, for approximately 2,124 square feet of office space, at 2523 El Portal Drive, Suite 102, San Pablo, at a monthly rent of $2,974 for the continued occupancy by the Health Services Department, under the terms and conditions set forth in the Lease. (T00321) 2. AUTHORIZE the Director of General Services, or designee, to EXECUTE the Lease on behalf of the County, and EXERCISE any additional options to the Lease. 3. DETERMINE that the project is a Class 1(a) Section 15301 Categorical Exemption under the California Environmental Quality Act (CEQA). CP#08-70 4. DIRECT the Department of Conservation and Development Director, or designee, to file a Notice of Exemption with the County Clerk, and DIRECT the Director of General Services, or designee, to arrange for the payment of the handling fees to the Department of Conservation and Development and County Clerk for filing of the Notice of Exemption. Lango, General Services Director Date:June 9, 2009 Contra Costa County Subject:Lease for 2523 El Portal Drive, Suite 102, San Pablo for the Health Services Department FISCAL IMPACT: The Lease will obligate the County to pay a total rent of $110,880 over the three-year term. The rental rate is a reduction of $2,772 per year from the previous rental rate, and each of the two year options has only one rent increase for each option. County pays the PG&E, with all other maintenance costs paid by the Lessor. The Lease costs were anticipated and budgeted in the Health Service Department's approved FY 2009/2010 budget. BACKGROUND: The County's Health Services Department wants to lease the premises to expand the Mental Health Services that have been provided at this building since 2000. The expanded premises will be occupied by Mental Health Services staff now located at 256 24th Street in Richmond. HSD Alcohol and Other Drugs Services is in the suite currently. The AODS Program will move to a County-owned building at 10 Douglas Drive, Martinez. The County is leasing four suites with a total of 7,600 square feet to consolidate West County Mental Health Services at this location. This suite will complete the process of consolidation. CONSEQUENCE OF NEGATIVE ACTION: The County's Mental Health Services will not be able to operate as efficiently at this location with the additional space to provide full services. If the County does not approve the lease, the County will need to look for other locations, likely at a higher cost.
