Twa, County Administrator and Clerk of the Board of Supervisors By: Celicia Nelson, Deputy cc: Anne Cain, County Librarian, Rich Seithel, County Administration, Lisa Driscoll, County Finance Director C.44 To:Board of Supervisors From:David Twa, County Administrator Date:June 9, 2009 Contra Costa County Subject:Lay-Off Resolution - Contra Costa County Library RECOMMENDATION(S): (CONT'D) ACKNOWLEDGE that on March 31, 2009, the Board of Supervisors adopted the FY 2009-10 Recommended Budget requiring the elimination of certain positions in affected County departments including the County Library and additionally directed the County Librarian to work with the cities of Contra Costa County to discuss funding and potential library hour reductions; ACKNOWLEDGE that on April 28, the Board of Supervisors received a report from the County Librarian on discussions with the cities related to library funding for FY 2009/10 and library hour reductions; ADOPT Resolution 2009/257, authorizing the abolition of certain positions in the Contra Costa County Library in order to carryout the Board's directions on the FY 2009/10 budget (Attachment A); and ACKNOWLEDGE Resolution No. 2008/299 adopted May 6, 2008, which authorized the Human Resources Department to implement the Tactical Employment Team Program (TETP), whose objective is to mitigate the negative impact that layoffs will have on County employees (Attachment B). FISCAL IMPACT: No additional savings. Fiscal impact has been taken into account in the FY 2009/10 budget. BACKGROUND: On March 17 and March 31, 2009, the Board held Budget and Beilenson Hearings prior to adopting the FY 2009-10 Recommended Budget. At the conclusion of the hearings, the Board directed the County Administrator to return with a Resolution ordering the adjustment and deletion of positions necessary to balance the FY 2009-10 budget, in addition to positions that are vacant and unfunded. The Position Adjustment Resolution (No. 2009/112) incorporated those changes directed by the Board and eliminated the positions identified in the FY 2009-10 Recommended Budget, including limited positions in County Libraries. The Board of Supervisor directed the County Librarian to work with the cities to discuss and explore library funding and library hour reductions. On April 28, 2009, the County Librarian presented a report to the Board of Supervisors on discussions with cities relating to library funding and library hour reductions. Resolution 2009/257 adjusts and eliminates positions in the County Library to align positions with the funding that is available. Tactical Employment Team Program (TETP) - Attached for reference is a copy of Resolution No. 2008/299, adopted May 6, 2008, which authorized implementation of the Tactical Employment Team Program. The Tactical Employment Team Program (TETP) was reimplemented in 2008 and is still in operation. The objective of this program is to mitigate the negative impact that anticipated layoffs will have on the County’s workforce. The team is up and running and will continue to work towards finding employment for as many laid-off individuals as possible.
