SUBJECT: West County Waste-to-Energy Plant
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION
1. Request that the West County Agency do no further work on the
preparation of the proposed project other than that which is necessary
because of very specific time requirements or demanded by good
management to close the project.
2. Refer to the newly formed Joint Powers organization of West County
Cities and Sanitary Districts the entire issue of waste-to-energy, so
that it can pursue resolution with the West County Agency of the many
issues that have beset the project.
3 . Remove as referrals to the 1985 Internal Operations Committee all
waste-to-energy related referrals.
4. Refer to the 1986 Internal Operations Committee a status report from
the Director of Community Development on the progress of the Joint
Powers Agency' s deliberations.
BACKGROUND i
The Board of Supervisors on October 1, 1985 referred the Internal
Operations Committee report to West County cities and the Solid Waste
Commission for review. The Board, on October 8, 1985, after hearing John
Knox, representing the West Contra Costa Sanitary District, and other
speakers, referred the October 1 report back, to the Internal Operations
Committee for further review, especially that part dealing with independent
evaluation of the proposed project.
The Solid Waste Commission, at its meeting on October 16, 1985 took
comments concerning both the Board referrals and after a great deal of
input from Commissioners Battaglia of West Contra Costa Sanitary District,
and John Koepke of the West County Cities, and others, adopted the above
recommendations.

During the discussion of the project at the Solid Waste Commission meeting,
it was clear that the West County cities did not have a .sense of confidence
concerning the appropriateness of the waste to energy project and expressed
a lack of confidence in the West County Agency, more specifically, the West
Contra Costa Sanitary District, to manage the project.
Even though the West County Agency has generated a significant amount of
engineering effort in reports, plans, studies, and investigations, it is
apparent that the contents of that work have not been always clearly
available to the cities and others who have criticized the
project--starting with one of the. most rudimentary decisions, i.e. ,
determination of the size of the wastestream and burn facility. If this
project, or any project, is to proceed in the West County, it will be
necessary for the proponents to establish credibility with those who issue
franchises and have initial control of the wastestream. Similarly, there
has been a great deal of comment about the appropriateness of the
technology proposed and the impact that composting and recycling may have
on the wastestream, and the type of burn equipment.
