APPROVE the Pomona Street Bikeway (Crockett) project and FIND the project is a
California Environmental Quality Act (CEQA), Class 1c Categorical Exemption, pursuant
to Article 19, Section 15301c of the CEQA Guidelines, and
DIRECT the Director of Conservation and Development to file a Notice of Exemption with
the County Clerk, and
AUTHORIZE the Public Works Director to arrange for payment of a $25 fee to
Conservation and Development for processing, and a $50 fee to the County Clerk for filing
the Notice of Exemption, and
AUTHORIZE the Public Works Director, or designee, to advertise the project.

FISCAL IMPACT:
The estimated project cost is $94,000. This project is funded by a grant through
Transportation Development Act (TDA) (100% Transportation Development Act).
BACKGROUND:
The project will provide continuous bike lanes/routes to connect to existing bike lanes,
which will improve access to schools, shopping centers, businesses, and trails.
The project consists of removing portions of existing striping, installing pavement
markers, signs, and striping for parking, bicycle lanes/routes, and installing “sharrows”
(“shared road arrow” striping on various locations of roadway surfaces identifying where
vehicles will need to share roadway with bicyclists when bicycle lane striping is not
indicated), in each direction on existing pavement. All striping and pavement markers
will be thermoplastic material. The total length of the striping will be approximately
1,630 linear feet.
The project is located in unincorporated community of Crockett in West Contra Costa
County; along both sides of Pomona Street, between Baldwin Street and 6th Avenue /
I-80.
The project consists of operation, repair, maintenance, or minor alteration of existing
public structures or facilities, involving negligible or no expansion of use beyond what is
previous existing, pursuant to the California Environmental Quality Act guidelines. The
project will not result in the removal of any scenic resource.
CONSEQUENCE OF NEGATIVE ACTION:
Delay in approving the project will result in a delay of design and construction and may
jeopardize funding.
