APPROVE AND AUTHORIZE the Redevelopment Director to execute a Project
Agreement and Work Program, in an amount not to exceed $130,000, with Contra Costa
County for the Market Avenue Sidewalk Improvement Project, for the period June 9, 2009
to October 31, 2011.
FISCAL IMPACT:
No impact on the General Fund. All funds are from the North Richmond Redevelopment
Project Area.
BACKGROUND:
In June 2009, the Contra Costa County Public Works Department (PW) is expected to
receive a grant award in the amount of $150,000 from the Metropolitan Transportation
Committee for the Market Avenue Sidewalk Improvement Project in North Richmond. This
award is part of the Transportation Development Act (TDA). A condition of TDA’s grant
award is matching funds. The Redevelopment Agency (Agency) has agreed to provide PW
with matching funds through this Project Work Agreement & Work Program in an amount
not to exceed $130,000.

BACKGROUND: (CONT'D)
The Project involves infrastructure improvements from 7th to Soto Streets and includes:
planning, design, administration, and construction of pedestrian improvements along both
sides of Market Avenue. Additional construction activities consist of pedestrian
improvements on the north side of Market Avenue, including, but not limited to: curbs,
gutters, sidewalks, driveways, mapping, drainage, and work conformity for adjacent
industrial properties.
The total project cost is $280,000 and will result in substantial physical improvements to
Market Avenue, 7th & Soto Streets, as well as the railroad crossing entering into North
Richmond.
This project is scheduled to begin on June 9, 2009 and is expected to be completed on
October 31, 2011.
CONSEQUENCE OF NEGATIVE ACTION:
The sidewalk improvement project would not proceed, and the TDA Grant would be lost.
