REFER to the Family and Human Services Committee a review of the program design and
a need for additional stakeholder participation in the process for the development of a
mental health psychiatric campus at 20 Allen Street in Martinez as recommended by the
Finance Committee.
FISCAL IMPACT:
None.
BACKGROUND:
On April 6, the Finance Committee met and discussed the mental health facility/program
proposed for 20 Allen Street. The Committee was presented with a status report by the
Health Services Department. The proposed facility consists of an assessment and recovery
center, a 16 bed psychiatric health facility, and a 16 bed crisis residential facility. The
report also indicated that the RFP for operation of the facility was issued on March 20,
vendor responses were due by May 1, and that the Department would provide a
recommendation on the feasibility of the project to the Board in June.

BACKGROUND: (CONT'D)
the Finance Committee met and discussed the monthly Capital Projects Report. During that
discussion, the Board asked that the issue of program design and stakeholder participation in
the mental health facility development process be referred to the Family and Human
Services Committee. The Committee recognizes that the program design and funding are
very interrelated and would like both the Finance and Family and Human Services
Committees actively involved in the planning process.
