HomeMy WebLinkAboutMINUTES - 06022009 - C.71RECOMMENDATION(S): Approve and Authorize the Librarian to decrease the threshold from $50 to $35 as the minimum for accounts that will be turned over for recovery/collection. FISCAL IMPACT: No fiscal impact. BACKGROUND: The Library collects fines and fees in the amount of approximately $700,000 annually. The number of delinquent accounts varies, but averages 400 monthly. Currently, if a library customer does not return overdue items and pay the fines and fees, the customer's library card is blocked from further activity. Materials recovery services are needed to increase the return of library materials so that they are available for other borrowers. In January 2004 the Board of Supervisors authorized the Librarian to negotiate a contract with Unique Management Services. Lowering the threshold from $50 to $35 will allow for better stewardship of the Library's materials and resources and allow for earlier contact with patrons with delinquent accounts and a greater likelihood that fines will be paid and/or materials recovered sooner.
