Approve and authorize the Health Services Director, or his designee (Donna Wigand), to
execute, on behalf of the County, Novation Contract #74–314–2 with Shelter, Inc. of Contra
Costa County, a non-profit corporation, in an amount not to exceed $2,323,274, to provide
housing assistance to Seriously and Persistently Mentally Ill (SMPI) youth and adults for
the period from August 1, 2009 through July 31, 2011.
FISCAL IMPACT:
This Contract is funded 100% by Mental Health Services Act (MHSA/Proposition 63).
BACKGROUND:
This Contract meets the social needs of County’s population in that it provides support
services to County residents that are homeless and have a diagnosis of mental illness or a
dual-diagnosis of mental illness and substance abuse, and are receiving services of Contra
Costa County Mental Health.
On September 11, 2007, the Board of Supervisors approved Contract #74 314, (as amended

BACKGROUND: (CONT'D)
Amendment/Extension Agreement #74–314–1) with Shelter, Inc. of Contra Costa County,
for the period from August 1, 2007 through July 31, 2009, which included a six-month
automatic extension through January 31, 2010, for the provision of housing assistance to
SMPI youth and adults.
Approval of Novation Contract #74–314–2 replaces the automatic extension under the prior
Contract and allows the Contractor to continue providing services through July 31, 2011.
CHILDREN'S IMPACT STATEMENT:
This Proposition 63 program supports the following Board of Supervisors’ community
outcomes: “Communities that are Safe and Provide a High Quality of Life for Children and
Families” community outcome by providing temporary shelter services to SMPI
transitional-aged youth to stabilize their situation.
