HomeMy WebLinkAboutMINUTES - 12101985 - FC.2 TO BOARD OF SUPERVISORS FROM: Finance Committee C itra Costa DATE ' December 5, 1985 C. ourtty SUBJECT: Status Report on Growth Management Plan SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION Acknowledge receipt of this status report on efforts to establish a process for undertaking a broad based community participation process, involving all of the cities, the Contra Costa Community College District, and the local media, to develop a Growth Management Plan and Preservation of Quality of Life Policy for the County. BACKGROUND On November 19, 1985 the Board declared its intent to develop a Growth Management Plan and Preservation of Quality of Life Policy for Contra Costa County and referred to the Finance Committee, for report back to the Board by December 31, 1985 , the matter of determining the cost of a broad based community participation process and delineating the timetable relationship of such a process to the County General Plan Update process which is currently underway. On December 2, 1985 the Mayor of the City of Martinez held a meeting, attended by one member of the Board of Supervisors, and representatives of certain cities, the Contra Costa Community College District, cabletele- vision companies and other interested persons, to generate initial discussion about how to structure a process whereby all involved local public agencies and interested organizations and persons could participate in the development of a county-wide Growth Management Plan. The city representatives agreed that the Mayors Conference would be the appropriate body to determine how the cities should be involved in such process. This matter was ` also discussed at the December 2, 1985 Finance Committee meeting. A major topic of discussion was what would be the relationship between the development of a Growth Management Plan and the County General Plan Update process. It appears that much of the data required for the development of a Growth Management Plan and a Preservation of Quality of Life Policy will be generated through the General Plan Update process. Mr. A. A. Dehaesus, Director of Community Development, indicated that the new General Plan will include action oriented statements designed to attain the General Plan goals and: objectives. The committee members indicated there is a definite need for better coordination among all of the Land Use Planning agencies within the County. Mr. Phil Batchelor, County Administrator, will discuss this matter with the City Managers at a meeting to be held on December 12, 1985 . Additional information will be provided to the Board as soon as possible.
