Approve and authorize the Health Services Director, or his designee (Donna Wigand), to
execute, on behalf of the County, Contract Amendment Agreement #24–927–13 with
Community Health for Asian Americans (formerly Asian Pacific Psychological Services), a
non-profit corporation, effective January 1, 2009, to amend Novation Contract #24–927–12,
to increase the payment limit by $49,999, from $811,451 to a new payment limit of
$861,450, with no change in the original term of July 1, 2008 through June 30, 2009, and to
increase the automatic extension payment limit by $24,999, from $405,726, to a new
automatic extension payment limit of $430,725, with no change in the term of the automatic
extension, through December 31, 2009.
FISCAL IMPACT:
This Contract is funded 48% by Federal FFP Medi-Cal, 46% by State Early and Periodic
Screening, Diagnosis, and Treatment (EPSDT), and 6% by Mental Health Realignment.

Subject:Amendment #24–927–13 with Community Health for Asian Americans
BACKGROUND:
On January 27, 2009, the Board of Supervisors approved Novation Contract #24–927–12
with Asian Pacific Psychological Services (now known as Community Health for Asian
Americans) for the period from July 1, 2008 through June 30, 2009, which included a six
month automatic extension through December 31, 2009, for the provision of school and
community based mental health services.
Approval of Contract Amendment Agreement #24–927–13 will allow the Contractor to
provide additional services for County’s Richmond Youth Student Empowerment (RYSE)
program, through June 30, 2009.
