Approve and authorize the Sheriff-Coroner, or designee, to execute a contract with URS
Corporation Americas in an amount not to exceed $325,000 for the development of and
Earthquake Response Plan for Contra Costa County, for the period February 1 through
December 31, 2009.
FISCAL IMPACT:
$325,000; 100% funded by State Homeland Security Grant Program (SHSGP), Budgeted.
BACKGROUND:
Through funds provided by the State Homeland Security Grant, the Contra Costa County
Office of the Sheriff has contracted with URS Corporation Americas to provide the County
with an Earthquake Response Plan in the event of a catastrophic earthquake in the Bay Area.
Emphasis is on specific critical areas that are likely to require assistance from the State and
federal governments. The plan provides an overview based on the County’s existing
Emergency Operations Plan (EOP), the plans of its incorporated cities

BACKGROUND: (CONT'D)
and other relevant agencies (the Regional Emergency Coordination Plan (RECP), and the
Federal Emergency Management Agency’s Bay Area Catastrophic Earthquake Concept Plan
(CONPLAN)). Additionally, the Earthquake Response Plan will provide incorporated cities
and other entities a mechanism to develop their own earthquake plans.
The Office of the Sheriff has requested a sole source waiver for this contract due to the
contractor's involvement in the federal, State, and regional earthquake plans, resulting in a
savings background and preparation time.
