APPROVE and AUTHORIZE the Employment and Human Services Director, or designee,
to execute an Interagency Agreement with the In-Home Supportive Services (IHSS) Public
Authority in an amount not to exceed $1,957,627 to provide IHSS program services for the
period July 1, 2009 through June 30, 2010.
FISCAL IMPACT:
$1,957,627: $342,585 County Cost, 17.5%; $1,615,042 administrative cost allocation in the
FY 2008-09 IHSS Public Authority budget - 50% ($978,813) Federal, 32.5% ($636,229)
State. CFDA 93.778
BACKGROUND:
The Board of Supervisors enacted Ordinance Number 98-14 on March 17, 1998,
establishing the Contra Costa County In-Home Supportive Services Public Authority
(“Public Authority”) as an independent public agency pursuant to California Welfare and
Institutions Code section 12301.6.

While the Public Authority is an independent public agency providing

services to the County, it also receives some services from County departments. This dual
relationship requires an agreement that establishes the respective obligations and
responsibilities of the County and the Public Authority.
The Board of Supervisors most recently authorized an interagency agreement between the
County and the Public Authority on June 24, 2008. This Board Order will authorize the
execution of the 2009-2010 FY interagency agreement and will ensure the continuation of
IHSS program services. (#21-700-9)
