HomeMy WebLinkAboutMINUTES - 11271984 - X.8 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on November 279 1984 , by the following vote: AYES: Supervisors Powers , Schroder , McPeak and Torlakson NOES: Supervisor Fanden ABSENT: None ABSTAIN: None SUBJECT: TEFRA Hearing on proposed issuance by West County Agency of tax exempt revenue bonds . Supervisor Powers advised that he had received a November 219 1984 letter from the West Contra Costa Sanitary District requesting that the Board of Supervisors hold a Tax Exempt Financial Reform Act (TEFRA) hearing on the proposed issuance by West County Agency of tax exempt revenue bonds to assist in financing a solid waste disposal/electric generating facility. It was noted that the Bay Area Air Quality Management District had issued a memorandum to all interested parties responding to questions and comments raised at the public meeting held on October 23, 1984 on the West County Agency's proposal to construct a waste-to-energy facility. Board members discussed the matter in some detail . Supervisor Fanden advised that she was not in favor of the proposed project and had some serious questions with respect to the cost of the project and moneys spent to date , and therefore would be voting against holding such a hearing. IT IS BY THE BOARD ORDERED that Paul Kilkenny, Assistant Public Works Director - Environmental Control , is DESIGNATED to hold the requested TEFRA hearing on behalf of the Board of Supervisors, and to submit his recommendations and report to the Board on December 18 , 1984 . IT IS FURTHER ORDERED that the Internal Operations Committee is REQUESTED to meet with the West Contra Costa Sanitary District staff on December 17, 1984 to review issues related to the proposed project , including the November 19 memorandum from the Bay Area Air Quality Management District . 1 hereby certily that this is o true and earrect c,;}of an action taken and encased on tits misules of the Board of Supervisors on the date ahoam.
