APPROVE and AUTHORIZE the Librarian, or designee, to execute a contract amendment
with Donna Massa effective
June 30, 2009, to increase the payment limit by $66,150 to a new payment limit of $132,300
for long-term financial planning and process improvements for the library, for the period
June 30, 2009 through June 30, 2010.
FISCAL IMPACT:
The $66,150 is included in the library's 2009/10 budget.
BACKGROUND:
Ms. Massa provides financial assistance to the County Library. The contract requires that
she:
Provide advice and counsel on all cash-handling procedures at all community libraries and
make recommendations to ensure compliance and audit results;
Implement study recommendations

BACKGROUND: (CONT'D)
related to long-term funding needs of the County Library in line with the Strategic Plan;
Develop a new system/model to accept online payments from library patrons and pursue
other e-commerce applications;
Update the data in the Geographical Information System (GIS) used by the library; and
Transition the use, maintenance, and responsibility of programs and/or processes developed
by the Contractor, such as cash-handling reporting, online payment processes, e-commerce
applications, and GIS, to staff as appropriate.
