APPROVE a Consulting Services Agreement dated May 1, 2009 through April 30, 2012 with Andrew Green Energy Consulting in the amount of $360,000 to provide energy program management services for implementation of Contra Costa County's Strategic Energy Plan. 2. AUTHORIZE the Director of General Services, or designee, to execute the agreement. FISCAL IMPACT: The contracted services will be funded from the remainder of the Williams Settlement funds, various grants and rebates including the Energy Efficiency and Conservation Block Grant (EECBG) as part of the 2009 American Recovery and Reinvestment Act (Federal Stimulus Package). BACKGROUND: In December 2002, the Board of Supervisors accepted the terms of a settlement agreement with the Williams Company related to energy trading practices. Lango, General Services Director Date:May 19, 2009 Contra Costa County Subject:Approve and Authorize a Consulting Services Agreement with Andrew Green Energy Consulting to Implement Contra Costa County's Strategic Energy Plan BACKGROUND: (CONT'D) resulted in the County receiving $3.5 million that were restricted to activities that promote alternative energy production or improved energy efficiency. In 2006, the County also received $500,000 from Duke Energy and $675,000 from Reliant Energy in additional settlement funds. Subsequently, the General Services Department proceeded to the develop a Strategic Energy Plan (SEP) for the County, which was approved by the Board of Supervisors in February 2004. In addition, the Director of General Services was directed to implement the recommendations of the SEP, which included consolidating energy management services under a single position in the General Services Department. In June 2004, a consulting services agreement with Andrew Green Energy Consulting was approved to assist in the implementation of the SEP. Since then, the County has implemented most of the SEP initiatives including installation in various buildings of direct digital controls, chiller and boiler replacements, lighting retrofits, variable frequency drives, HVAC tuneups, vending machine misers, LED lighting, lighting controllers, window filming, and cogeneration plants at Juvenile Hall and the Regional Medical Center. The scope of SEP services for the next three years is to: 1) complete the cogeneration plant installation at Juvenile Hall and the Regional Medical Center; 2) develop, manage and implement the Energy Efficiency and Conservation Block Grant projects (estimated $3.4 million in grant funds available for energy projects); 3) develop the County's Solar Energy Plan; 4) operate and maintain the County's Demand Response and Demand Bidding program with PG&E to maximize revenues; 5) continue to explore, develop, present and implement cost effective and environmentally beneficial energy projects; 6) track Federal and State energy programs; 7) research and apply for grants, rebates and incentives; and 8) support County departments on energy efficiency and conservation initiatives. CONSEQUENCE OF NEGATIVE ACTION: The County will not have designated staff to coordinate and oversee the implementation of energy projects or initiatives, advise on energy matters, or develop a Strategic Solar Energy Plan.
