Approve and authorize the Health Services Director, or his designee (Donna Wigand), to
execute, on behalf of the County, Amendment Agreement #28-764-4 (State
#07-757307-000, B1) with the State Department of Mental Health, effective May 1, 2009,
with no change in the original amount payable to the County of $25,385,768, to make
technical adjustments and to extend the term of the agreement from June 30, 2009 through
June 30, 2013.
FISCAL IMPACT:
Approval of this amendment will result in no change in the funds of $25,385,768 from the
State Department of Mental Health through June 30, 2013, for the Mental Health Services
Act (Proposition 63). No County match is required.
BACKGROUND:
On April 15, 2008, the Board of Supervisors approved Agreement #28-764-1 (as amended
by Amendment Agreement #28-764-2 and #28-764-3), with the State Department of Mental
Health, to receive funding for the Mental Health Services Act program (MHSA). The
County programs monitor the progress of serving citizens’ mental health needs. The

the MHSA is defined as adults and older adults who have been diagnosed with or who may
have a serious and persistent mental illness, and children and youth who may have been
diagnosed with or who may have serious emotional disorders and their families.
Approval of Amendment Agreement #28-764-4 will allow the County to continue to receive
funding for mental health services, including housing support, and services to children,
transition age youth, adults and older adults, through June 30, 2013.
Three certified sealed copies of the Board Order should be returned to the Contracts and
Grants Unit.
