APPROVE and AUTHORIZE the Employment & Human Services Department Director, or
designee, to submit an application to and accept one-time funding from the Administration
for Children and Families in an amount not to exceed $1,132,758 for various program
improvements for the term July 1, 2009 through September 30, 2010.

BACKGROUND:
On February 17, 2009 the President of the Unites States signed Public Law 111-5, the
"American Recovery and Reinvestment Act (ARRA)", which includes a funding increase of
$2.1 billion for Head Start. The nation-wide allocation includes federally mandated
requirements quality program improvement costs for Head Start programs. Allocation
requirements are identified in Section 640 of the Head Start Act.

CONSEQUENCE OF NEGATIVE ACTION:
CHILDREN'S IMPACT STATEMENT:
The Employment & Human Services Department Community Services Bureau supports
three of Contra Costa County’s community outcomes - Outcome 1: “Children Ready for and
Succeeding in School,” Outcome 3: “Families that are Economically Self-sufficient,” and,
Outcome 4: “Families that are Safe, Stable, and Nurturing.” These outcomes are achieved
by offering comprehensive services, including high quality early childhood education,
nutrition, and health services to low-income children throughout Contra Costa County.
