APPROVE the specifications for the 3210 Delta Fair Boulevard Abatement and Demolition
Project, and AUTHORIZE the Public Works Director, or designee, to advertise the project.
FISCAL IMPACT:
The estimated project cost is $300,000 and will be funded with Contra Costa Transportation
Authority (CCTA) funds.
BACKGROUND:
The County is in escrow to acquire the one (1.16) acre site at 3210 Delta Fair Boulevard in
the City of Antioch, more commonly known as the Best Western – Heritage Inn Hotel. This
site is being acquired for the future widening of State Route 4.
The project consists of the abatement of asbestos and lead based paint and demolition of a
three story structure with approximately 75 rooms on this parcel. The abatement and
demolition project is needed for the widening of State Route 4 and will eliminate any
security and vandalism problems at the site.

BACKGROUND: (CONT'D)
The Board of Supervisors adopted a Mitigated Negative Declaration and Mitigation
Monitoring Program in compliance with the California Environmental Quality Act on June
27, 2006. A Notice of Determination was filed with the County Clerk on June 30, 2006.
CONSEQUENCE OF NEGATIVE ACTION:
Demolition of the site would not occur, which would increase the cost of maintenance,
increase the risk of public safety and vandalism to the area, and the State Route 4 widening
project could not be constructed.
