BACKGROUND:
During the March 31, 2009 adoption of FY 2009-10 County Recommended and County
Special District Budgets the Board of Supervisors requested the Librarian return in April to
provide an update regarding library hour reductions after working with the cities.
On May 1, 2007, the Board authorized the County Librarian to discuss recommendations
from a Public Manager's Association (PMA) subcommittee with the entire PMA group to
transfer facility related responsibilities to the cities. On October 30, 2007, the Board's
Capital Facilities committee approved the concept of transferring the property/facility
management functions and costs to the cities. The FY 2009/10 budget adopted on March
31, 2009 included a reduction of $1.2 million in library facility-related costs.

Since the Board's adoption of the budget on March 31, 2009, the following steps have
been taken:
1. The County Administrator, County Librarian and the County's Real Estate Manager
met with the Public Manager's Association on April 9 to present a draft Facility
Ownership and Responsibility Status report as well as costs for the cities for FY 2009/10
based on the cities assuming all costs for property and facility management, the
discussions included the possibility of reducing hours.
2. The costs presented include a base level of 35 open hours at 22 of the 25 community
libraries, with Crockett, Rodeo and Bay Point funded at 18 hours. Cities that do not
assume responsibility for the facility related costs will have open hours reduced at those
community libraries in order to cover the facility related costs. These costs are included
on the attached spreadsheet.
3. Letters have gone out to all cities describing their options and costs for FY 2009/10.
Follow-up meetings are being scheduled at the request of individual cities.
4. A draft time line has been developed for the steps in the library workforce reduction
process in conformance with MOU requirements.
5. The County Library has worked with County Counsel and General Services to develop
a template uniform agreement that can be used with the cities to replace the existing
agreements that were negotiated at different times going back to 1940. At the April 9
PMA meeting, a subcommittee of the City Managers from Walnut Creek, Lafayette, San
Ramon and Danville volunteered to work with the County on the draft agreement.

Introduction
Contra Costa County provides library service throughout the County, with the exception of
Richmond, which has its own municipal library. Service is provided through:

Through discussion with the Public Managers Association (PMA), the Library and cities have
proposed a conceptual agreement that library facilities within cities be owned by cities with cities
assuming full responsibility for all property and facility management functions. This would include
providing and funding custodial and grounds services, utilities, capital improvements and repairs and
all facilities maintenance costs. This, in turn, will allow the Library to redirect resources currently
devoted to facilities towards providing library services at community libraries throughout the County.
Library Strategic Plan
In order to address the continuing increases in library use and demand for services and to take
advantage of extensive community data, in 2006 the Contra Costa County Library completed an
ambitious, customer centered Strategic Plan. The plan reflects changes in the dynamic and
demographics of the County population; changes in the way that libraries do business, including new
technologies; and a strong desire to maintain quality by continuing to provide services effectively and
efficiently.
Through the development and exploration of new, innovative service approaches, the expectations
include service more in line with County residents’ expressed needs and preferences; faster, one-
stop services; better integration of libraries into communities; more cost effective library operations;
and improved flexibility and capacity for growth.
Public Manager’s Association (PMA) Subcommittee
The plan also recommended that a subgroup of City and County staff look at long-term funding and
sustainability issues related to the Library’s expected growth over the next decade. The Board of
Supervisors authorized the County Librarian to work with PMA to identify and address these issues.
The subcommittee identified 3 specific issues:

1. The need for consistency, understanding and agreement relating to responsibilities for
various facility related operating costs. The Library currently has over 25 different operating
agreements, leases, etc. with numerous variations in facility ownership and responsibility for
paying for utilities, building and grounds maintenance, etc. In view of the new libraries
planned in the near future, it would be best if the County and the Cities agree to roles and
responsibilities in the City-County partnership to provide library service that would ultimately
be uniform throughout the County.
2. The need to develop options for funding and implementing technology.

Transfer of responsibility for library property and facility management to the cities
This report focuses on #1 above. Transfer of responsibility for library property and facility
management to the cities would result in the following benefits:
1. Library funds currently spent for facility related costs in libraries located in cities
(approximately $1.1 million annually) could be used to provide open hours. Currently, all
cities except Pleasant Hill and Pinole fund additional open hours.
2. The Library’s 25 different occupancy agreements and leases would be simplified and
streamlined. Lack of consistency and understanding has resulted in confusion over roles and
responsibilities and a number of inefficiencies and duplication of effort.
3. Negotiating separate agreements with individual cities is far less efficient than the cities and
the County coming together and agreeing to a set of uniform roles and responsibilities. This
is particularly important given that several new and replacement libraries are under
construction or likely to be built in the next several years.
4. Existing practices would be formalized and clarified. For example, the County has not
provided custodial and landscaping services at any of the new libraries built in at least the
last twenty years.
5. The Library would not need to add staff positions devoted solely to facilities management,
and could instead devote these resources to library services.
6. The Library would more equitably allocate its resources throughout the County by avoiding
the cost of facilities, which vary significantly among different libraries. There are increasing
and significant inequities in how County Library funds are spent for facility related costs.
7. The library can determine a base level of open hours to be funded at all libraries. Cities can
take responsibility for providing and funding facility related costs or city funds provided to the
County will first be used to fund facility related costs and will then fund additional open hours.
All cities would be treated equitably and decisions made by individual communities will no
longer have a negative impact on other community libraries.
8. The Cities can build new or replacement facilities as they deem necessary and provide the
level of facility maintenance and landscaping desired by the community.

Timing of recommendation
A number of factors currently exist which make this an ideal time to clarify the roles and
responsibilities of the County and the Cities for the provision of community library services:
1. Demand for library services is at an all time high and continues to increase countywide. The
widespread availability of the Internet has changed the type and complexity of the inquiries
that reach the library, but as the chart below illustrates, this has not diminished the use of
print material, participation in programs and events, or the need for library services overall.

2. This increased demand for library service, coupled with the availability of State Bond funding
passed by the voters in 2000, resulted in extensive planning for new libraries throughout the
County. In the decade between 1994 and 2004, one new library (Clayton) and two
replacement libraries (Danville and Orinda) were opened. The decade between 2005 and
2015 will likely see the construction of several new libraries and replacement libraries:

As each library opens, a new agreement must be negotiated between the County and the owner of
the building. Whereas the current agreements were all negotiated at different times, the current
situation provides an unprecedented opportunity to clarify roles and responsibilities, reduce
inefficiencies, and best use the library’s extremely limited resources to everyone’s benefit.
In addition, Library staff is spending considerable time negotiating new agreements as new libraries
are opened and recommends that the County and the Cities agree to roles and responsibilities and
that a template agreement be developed to provide more uniform agreements between the County
and individual Cities.
3. Over 80% of the library’s budget comes from property taxes. According to a recent
report to the County Board of Supervisors, the median home price in the County has decreased from
$578,000 in 2006 to $220,000 in January 2009. Beacon Economics, a leading consulting firm,
expects property taxes to decline by 11% over the next three years, with the largest declines coming
in 2009-10. This necessitates that the library re-examine its current base level service model to
ensure that the library’s extremely limited and decreasing revenue be used to support priority library
services.
Detailed Recommendations from the PMA subcommittee
It should be noted at the outset that these recommendations are goals to work toward, rather than
specific actions that have to occur simultaneously. Each community served by the County Library
has differing priorities and challenges and it is the goal of the library to work individually with each
City to achieve these goals based on a timeline that works for each community.
1. Facility ownership: Library facilities in Cities will be owned by the City (or school
district). The following Cities will work with the County to acquire title for existing libraries or
plan for a new facility:
Antioch Library on 18th street is owned by CCC
Pinole Library on Pinole Valley Road is owned by CCC
Pleasant Hill Library administrative and shared services are co-located
with PH library which is owned by CCC
Walnut Creek The Ygnacio Valley Library is owned by CCC
2. Facility related operating costs: The Cities will be responsible for providing and
paying for the following:
Exterior building maintenance, including painting, windows, roof and gutters
Landscaping and grounds
Capital improvements and repairs, including cost related to the implementation of
productivity technologies such as self-service, fewer fixed service points, etc.
Interior building maintenance and repair
Facility systems repair and replacement (i.e. HVAC, electrical, plumbing, mechanical,
etc.)
Custodial services
Furnishings and fixtures maintenance, including shelving, lighting, furniture, carpeting,
window treatments, plumbing, etc.
Parking lot maintenance and repair
Water, sewer, garbage and recycling services
Gas and electric services

Telephone service
Elevator maintenance
Fire extinguisher maintenance
Common area maintenance
Pest control
Facility security and alarm systems
3. Community library services: Contra Costa County will provide services at each
community library that will include:
Base level of open hours
Library collections, including print, audio-visual, electronic and online using a formula for
each location based on 50% circulation and 50% population
Library services and programs as described in the Strategic Plan
4. Shared and centralized services: The following shared and centralized services will be
provided and funded by Contra Costa County:
Information technology support
o Network needs assessment, planning, design, implementation, testing,
troubleshooting and repair for the 750+ PCs
o Application needs assessment, planning, design, evaluation, selection,
troubleshooting, maintenance, upgrades
o Web site design, implementation, testing, maintenance, troubleshooting,
maintenance and upgrades
o Liaison with IT vendors
o Custom programming (recent examples: online library card registration)
Collection support
o Collection development needs assessment and planning
o Fund accounting
o Acquisitions, ordering, receiving, delivery to community libraries
o Cataloging, technical processing (mostly outsourced)
o Subscription management
o Inventory
o Interlibrary loans and direct loans
Facilities
o Facility management for libraries in unincorporated areas
o Library staff will work with Cities in the design and planning of new or
renovated libraries
Library programs and services
o Service needs assessment, planning, design, implementation and evaluation
o Service grant development
o Services to special populations (i.e. literacy programs, juvenile hall library
service, etc.)
o Countywide services and programs such as annual summer reading
programs, author programs, Civic Engagement series, City reads programs,
etc.
o Collaborations with community partners
Community relations and support (in collaboration with Cities and other partners)

o Program publicity
o Fundraising
o Liaison with Friends, Foundations and other support organizations

5. Enhanced services: Enhanced services (i.e. beyond the base level of services) can be
provided in a variety of ways, including:
Local communities can provide funding and contract with the County to expand services
such as additional open hours and expanded collections.
The County Library will partner with local communities, school districts, Friends,
Foundations, and other collaborative partners to jointly sponsor programs and services.
Local communities can create partnerships that provide programs, exhibits, etc. that
enhance library service
The County Library will enter 3-or-more way partnerships with school districts, the
community college district, etc. to provide joint-use library services.
6. Additional principles for lease agreements:
Cities will lease facilities at no cost to County for the provision of community library
service
Cities will be responsible for developing policies and scheduling the use of meeting
rooms, collecting fees, etc. Library programs will have priority during library open hours.
Cities will be responsible for the operation and maintenance of amenities such as cafes,
exterior restrooms, common areas, etc.
Cities will be responsible for public art, interior and exterior
Cities will be able to use facilities under their own rules and regulations for other
purposes during non-library hours (i.e. events, receptions, training, etc.)
