Project No.: 0672-6U2152 FISCAL IMPACT: The estimated project cost is $2,000,000.00. This project is funded by Local Road Funds (100%). Bueren, Public Works Director/Chief Engineer Date:April 28, 2009 Contra Costa County Subject:APPROVE the 2009 Asphalt Rubber Cape Seal/Slurry Seal Surface Treatment project; FIND it exempt from the California Environmental Quality Act (CEQA) BACKGROUND: Asphalt Rubber Cape Seal and Slurry Seal are asphalt pavement surface treatments that Contra Costa County (County) applies to selected roads each year. Both surface treatments extend the life of the existing pavement by providing a membrane to the roadway surface to prevent water from seeping under the pavement that could rapidly deteriorate the road. The project consists of cleaning the road surface, including weed removal and sweeping, removing existing striping and markers, applying a slurry seal and/or cape seal treatment to roadways, restriping, and site cleanup in the unincorporated community of Discovery Bay. Tree branches and shrubbery may need trimming throughout the project. Residential streets will be closed for approximately half a day in order to apply the surface treatments and to provide sufficient time for it to adhere to the road surface. Residents will be notified one week prior to any activity and “No Parking” signs will be posted the day before actual application. Emergency vehicle access will be allowed at all times. Location: The project is located in the unincorporated community of Discovery Bay in eastern Contra Costa County (County). There is no possibility that the project may have a significant adverse effect on the environment. The project consists of the operation, repair, and maintenance of existing facilities involving no expansion of use beyond that previously existing, pursuant to Section 15301(c) of the CEQA Guidelines. The project will not result in the removal of any scenic resource. CONSEQUENCE OF NEGATIVE ACTION: Delay in approving the project will result in a delay of design and construction and may jeopardize funding.
